Problem with section set to UnderlayNext = true and Repeat = OnPage

I think that what’s going on is that the section set to underlay next does not go beyond the next section, thus when the second section is not large enough, it gets cropped. In my case, the second section is larger than the top one, but as there is a new page with just a bit used and the top section is set to repeat on every page, it gets cropped as if the section was not large enough.
Funny thing is that if I select the data on the generated PDF, the information IS there, just not visible.
I kind of fixed this by making the footer section of my inner subreport grow if there are less than X rows on the page, but this caused the top section to not get printed on the previous page.
